Thanks to this type of repository, which is an additional level of abstraction and functions over usual databases such as Oracle, SQL Server, etc. and ERP, an organization is able to fully keep the control of its shared data, whatever their sources inside and outside its boundaries, whatever the requirements stemming from regulations voted by governments and international regulations when needed.
This approach is very important for governments who are willing to encourage their companies and organizations to guarantee a suitable level of data traceability and reliability, including for enforcing taxation processes and security control.
That’s said, the first part of the targeted IS architecture must bring a high-end data governance solution. This is known as a Master Data Management (MDM) solution associated with well-adapted data governance functions open to all company’s stakeholders with required security and permission management.
A country should encourage its companies and organizations to use this type of data repository either from an internal implementation and/or through a full or partial outsourcing.
Beyond this core-level of governance applied to data, an organization should, in a further stage, extend its governance to its business rules and finally its key organizational processes. From that moment on, the key IS Assets of a company or an organization are governed through open business repositories preventing from implementing software in a too rigid and opaque system, it means by mitigating the old and obsolete approach of hard-coding well-known by IT specialists.
